HONG KONG VISAS FOR EAST EUROPEANS

The Political Adviser Hong Kong has replied (folio 7) to my query of 13 May (folio 6) about the issue

of visas to Polish tourists.

2.

Mr Donald is unrepentant, claiming that since Mr Gierek is in a position to help or hinder Hong Kong's trade, his son and daughter-in-law should be allowed into Hong Kong in accordance with paragraph 5 of FCO Circular "O" 14/74. I think this is straining it a bit. If we are prepared to protect Hong Kong against East European visitors at the cost of possible damage to personal and other relationships between the UK and East European countries, I think Hong Kong should show equal restraint. If you agree I would propose to discuss this with Mr Donald during my visit to Hong Kong at the end of the month.
