The DTI are still sending telegrams to the Governor of Hong Kong without consulting us. A recent example is Allot 021 in reply to Hong Kong telno. 185 which we have not seen.

The only interest of the Governor of Hong Kong in this question is political. He has already pointed out that CPA is an independent commercial body over which he has no influence. Indeed BOAC has more direct control over their actions because of their minority shareholding.

Since this is a political matter as far as the Governor is concerned and since we are the political department responsible for Hong Kong, it is important that we should be consulted. I do not object in principle to the recent DTI approaches to the Governor but we must not allow ourselves to get into another Mass Transit situation. I have already pointed this out informally to the DTI but the point still does not seem to have sunk home. I am quite prepared to write to Mr Rogers formally if you think it would be useful but I wonder whether you could not do something on your net?
