I now attach HKIOD's file on this subject. Mr Goodfellow in HKIOD told me today that CRE Division in the DTI are also extremely upset with CA2 Division as they consider CA2 have interfered in what is basically a CRE/FCO matter. I gather CRE were also not consulted about the telegrams initiated by Mr Rogers. CRE feel that the need for proper consultation between departments should be taken up at Deputy Secretary level by the "appropriate FCO under-Secretary". (The CRE Deputy Secretary is Mr Preston while the Civil Aviation Deputy Secretary is of course Mr Hubback). HKIOD have suggested that Mr Wright or Mr Taylor might wish to speak to Mr Preston in the first instance with a view to the latter taking the matter up with Mr Hubback.
