(1) As you know, the Jepanese included Hong Kong in the second stage of their GPS on 1 April of this year, out cubject to 96 exceptions. An aido momoire expressing our disappointment at the exceptions was handed over in Tokyo on 24 May; r Royle also Bumoned the Japanese Ambassador in London and gave him a copy. The Secretary of State for Trade and Industry on his visit to Japan discussed the scope of the Japanese offer with the Japanese Ministers of Foreign Affairs and of International Trade anû Ldustry. We await their considered response.
