Thank you for your letter of 20 June. I am rorry that our promisod progress report was delayed. However, I hope that tho following paragraphs (which follow the orücr of Clinton's original points in his letter of 6 March) will be of help when you report back to UMELÇO,
(a) VISAS
As fer as Germany is concerned, we have agreed at Hinisterial lovel to approach the Germano about a relaxation of their visa requirements for British subjects from Hong Kong. he await a substantive reply to our telegram No 355 of 3 May (your telegram No 488 refers).
The prospects of obtaining any relaxation are, I am afraid, Locating bleakor because of the large and increasing numbers of illegal immigrants from liong Kong presently in Benelus, numbers of whom are filtering across to Germany. Migration and Vica Lepartment wrote in detail about this on 3 and 4 July to Chris Hovolls.
As rogarda Japan, because of the cancellation of the Secretary of State's visit he was unable to raise the question of visas for UK citizens of Hong Kong. You are no doubt aware of the latest exchange of telegrams on this cubject resting with Teltyo tologram to you No 513 of 4 July. This indicates that the Japanese Ministry of Foreign Affairs, though sympathetic, have an yet been unable to sway the other Departments concerned.
(b) CIVIL AVIATION
(1) Air Traffic Rights in Hong Kong for SAS
The Secretary of State has written to Mr John Davies at the DTI, urging that rights should be granted. We await a reply.
