that
the auspicions in

were
correct.
This is
no
comfort to
but
us
there
does seen
a
tendency
in
Whitchall
(DTI and Treasury are
both recent examples) for Under-Secretares
who have negotiated with Hoy Kony
back Seching
that they have
to
come
reached agreement
and to feel corresponding agrieved when they
are
shown to be wrong.
