Mr Wood agreed that £500,000 could be spent on books and

equipment for the Folytechnic library (the full amount which

Hong Kong had requested less the actual construction costs to

which we could not contribute).

Subsequently consideration has been given to the question

of providing an ATCRS but the time has never appeared right to

approach the ODA again. This was principally because we wished.
