MP'S CASE: TRAFFIC ACCIDENT IN HONG KONG

1. Mr Ray Carter MP put down a written Question for answer
on 21 January, asking the Secretary of State if he would call
for an investigation into the death of Mr Kwan Kung, who was
killed in an accident involving a car on 29 July 1973 in
Argyle Street, Hong Kong, and the subsequent refusal of the
Police to prosecute the driver of the car. We consulted the
Governor, who replied in his telegrams no. 74 and 75. In his

eplyr Carter's question, r Blaker un ertook to write to
Ir Carter giving him full details of the case.
2. We accordingly had in draft, and were about to submit, a
letter, based on Hong Kong telegram number 75. A lette from
r Carter on the subject has, however, just arrived. It raises
rather wider issues than were covered in the question and in the
Governor's telegrams. In particular, one of the enclosures, a
statement by Mr Kwan's son, alleges that the Police were bribed
not to prosecute. I think we should consult Hong Kong r'urther on
this point. I accordingly submit a dr ft interim letter to
Mr Carter, and am writing to the Secretary for Security.
