In his letter of 28 January Mr. Blaker promised to write to you again when we had heard from the Governor about the traffic accident in Hong Kong in which Mr. Kwan Kung was killed.

We have now had a reply from Hong Kong The Hong Kong Government have asked the Independent Commission Against Corruption and the Commissioner of Police, respectively, to investigate the allegations of carruption and the failure to inform the family. We shall write to you again as soon as we have their report, but this is likely to take a little time.
