TRAFFIC ACCIDENT IN HONG KONG
In my submission of 15 February, I recommende that an interim reply should be sent to Mr Ray Carter MP about the death of Mr Kwan Kung in a traffi› accident in Hong Kong last year. Mr Carter had put down a written Question about the case for answer on 21 January. In his Answer, Mr Blaker gave brief details and said he would write to Mr Carter, who,
however meanwhile himself wrote to the Secretary of

ん to Mr Carter on 19 February to say that the Hong Kon
Government had asked the Independent Commission Against Corruption (ICAC) and the Commissioner of Police, respectively, to investigate the allegations of corruption,afid the failure of the authorities to inform the family of the accident. He said that we would write again as soon as we had the report.

The Deputy Secretary for Security, in his
letter of 4 June, has now given us the results of the investigations. Briefly, the ICAC have examined the
matter very closely, but have not found any evidence of bribery. The Operations Target Committee of the Commission has concluded that there are no grounds for pursuing the enquiries. On the other hand, there are
grounds for complaint about the failure of the
Hospital authorities to inform the relatives.

I accordingly recommend that Lord Goronwy- Roberts should write to Mr Carter, giving the full facts of the case and the results of the recent
investigations in Hong Kong. I therefore submit a draft, based in part on Hong Kong telegram no 75,
