MP'S CASE: TRAFFIC ACCIDENT IN HONG KONG

I attach a draft submission to PS/Lord Goronwy- Roberts, together with a draft letter to Mr Ray Carter MP about the traffic accident in July last year in which Mr Kwan Kung was killed. I should be grateful for your concurrence and any amendments.

The letter, as drafted, makes no reference to the clerical error recorded in paragraph 3 of Hong Kong telegram no 75. We are already admitting laxity on the part of the medical authorities, and one's inclination would be not to admit one on the part of the police as well. But I should be grateful for your advice on this point.
