organisations) are limited to a fixed maximum; they are

not allowed to live outside the London area; and known

undesirables are refused visas. The Russians are

keen to take advantage of the improved climate to

extract concessions on all these points. They have

complained in a variety of quarters, usually claimin

that actual or prospective increases in trade and

business are hampered. They might well consider the Maritime

Commission a suitable forum for reinforcing this

pressure.
