We spoke about this. I attach my first shot at a draft brief which has been requested by Mr G R Wilson, Shipping Policy Division (2), DTI, Room 459 The Adelphi, John Adam St., C 2.
I have not cleared this with M & T D. I should be grateful for any amendments to the proposed draft, amd if you wish to finalise it, perhaps you could send it direct to the DTI together with the brief which I understand you are preparing.
