5. The above mentioned circumstances as well as the international character of maritine navigation denend, in the opinion of the Government of the USSR, consideration and subsequent adoption of a multilateral convention which should regulate clearly the rights and obligations of Coastal States with respect to foreign vessels in their ports and the relations between masters and local authorities and would enhance the respect for the flag of the vessel, honour and dignity of the master and nerbers of the crew.

Consideration and subsequent adoption of an international convention on the regine of vessels in foreign ports would fully correspond to the provisions of Article 1 of the IMCO Convention with regard to international co-operation in the field of navigation as well as to the provisions of Article 1 of the Convention on Facilitation of International Maritime Traffic, 1965 with regard to obligations of States "to take all appropriate measures to facilitate and expedite international naritine traffic and to prevent unnecessary delays to r ships and to persons and property on board".

The adoption of such convention would not only considerably promote the development of navigation but also the further expansion of commercial trade between nations and elimination of causes for nisunderstanding and conflicts ... in the relations between the master of a foreign vessel and local port authorities.

.8. Taking the above into account, the Government of the USSR, in accordance
with relevant rules of the IMCO Council's Rules of Procedure, proposes to include in the provisional Agenda for the thirty-third session of the Council the question of consideration and subsequent adoption of a draft Convention on the Regine of Vessels in Foreign Ports. A draft text of such Convention, which night serve as a basis for discussion, is attached.
