1. You will wish to see the attached letter from Mr Hunt, DTI, concerning practical difficulties in connection with naturalisation of ships officers resident in Hong Kong.

The regulations as set out would not appear to be er stringent in respect of ships officers since service on a British ship if a residence is established in Hong Kong could count towards the necessary period of residence. This presumably, however, excludes service on ships registered under other flags.

3. We are not asked to take action and in any case these regulations are set by the Home Office, who would most likely be extremely reluctant to see them weakened in any way. However, I interpret the purpose of the letter as being a warning shot.
