I attach a copy of a letter sent to me by John Hunt who, you will remember, was a member of the DTI team which recently came out to Hong Kong in connection with the establishment of the Hong Kong Shipping Register.

2. You will see that the letter raises points concerning naturalisation of ships officers. Whilst we realise that the nationality requirements are the prerogative of the Home Office here, we foresee problems arising in this connection for the practical registration of Hong Kong owned ships to the Register. We should, therefore, be interested in any comments and would welcome any suggestions you may have. We shall need these soon if they are to be taken into account.
