H.E. the Governor noted that the origin of the D.T.I.

visit was that an impasse had been reached. The D.T.I. would not

proceed further with a register of Hong Kong shipping without a

guarantee of the tonnage that would be on it; but before they

could give any guarantee as to tonnage Hong Kong shipowners needed

a clear idea of the accommodation, equipment and manning standards

which they would be required to meet. He wondered whether the

D.T.I. team were now in a position to indicate what these require-

ments were likely to be. Dr. Cowley said the team had explained to

Hong Kong shipowners what the D.T.I. requirements were and how these

differed from the shipowners' existing practice. The shipowners,

therefore, already had a good idea of the likely requirements for a

Hong Kong register, and the ball was now really in their court.

Fletcher pointed out that these requirements had yet to be

spelt out and itemised. In addition, Hong Kong shipowners would

need to know what the D.T.I. team's opinions were as regards the

extent to which the D.T.I. requirements should be applied.
