to me to acknowledge and thank you for your letter of 13 March,
I am grateful to you for sending us the full text of Mr Pao's speech to the Institute of Marine Engineers Annual Dinner. Although we had seen reports of this speech in the Technical Press I do not think we had previously seen the full text. As you will realise, progress towards a decision on the setting up of a Hong Kong Register has been delayed somewhat by the General Election and change of Government. We shall, however, be making a submission to new Ministers within the next week or so. In reply to your last paragraph, I understand that provisional arrangements were made for Mr Pao to meet DTI Ministers whilst he was in London but that these had to be cancelled because of the General Election.
