The Department of Trade and the Government of Bermuda are at present engaged in discussions similar to those which the Department is having with the Government of Hong Kong about a shipping register. Earlier this year Sir Edwin Leather discussed the matter with Mr. Cranley Onslow, Parliamentary Under- Secretary of State for Aerospace and Shipping in the previous administration, whilst last last month Sir Edward Richards, Premier of Bermuda, had a discussion with Mr. Clinton Davis, Mr. Onslow's successor at the Department of Trade.

The Department of Trade have several times tried to explain to Sir E. Leather that the
difficulties of establishing a register are not just "bureaucratic-imposed frustrations" and that a properly run register cannot be a major earner of revenue.
