HONG KONG SHIPPING POLICY

When I was in Hong Kong earlier this month, the Hong Kong Department of Commerce and Industry told me that they were proposing to set up a new branch to deal with foreign shipping relations. Hitherto, the Department have largely accepted the advice of their local shipping industry, but they would now like to be in a position to take a more inde- pendent view. They asked me whether the UK Department of Trade could advise them on how they might develop the necessary background knowledge and expertise.

One possibility, which the Hong Kong Government mentioned to me, is that they might second one or two officers to spend a few weeks in your Division learning how you operate. I imagine that this would be much more useful than talking to the Chamber of Shipping and other shipping organisations, although they might do that as well. I said that I would enquire whether the Shipping Policy Division were, in princi- ple, willing to offer this kind of assistance.

If you were, I would so notify the Hong Kong Department of Commerce and Industry; and Mr Peter Teae, the Assistant Director concerned, who expects to be in London next month on other business, would be able to discuss the matter with you in greater detail.
