Explanatory Memorandum
It is proposed to establish later in 1974 a
statutory corporation charged with the responsibilities
of establishing and operating a passenger-carrying
underground railway in Hong Kong. The purpose of this
Bill is to establish for certain limited purposes a
Provisional Authority intended to be replaced by the
proposed corporation in due course. The Provisional
Authority will continue the work of the Mass Transit
Steering Group and in addition have some necessary
executive powers.
Clauses 3 and 4 provide for the establishment
of the Mass Transit Railway Provisional Authority as a
body corporate.
Clause 5 sets out the powers and duties of the
Provisional Authority and in particular empowers the
Authority to engage staff for the purposes of the
underground railway, and also to make arrangements with the
utility companies concerning diversions of their services,
equipment, etc. made necessary by the establishment of
