It is proposed that the membership of the Provisional Authority should broadly correspond with the present membership of the Mass Transit Steering Group. The Financial Secretary will be Chairman and a secretary will be drawn from the staff of the Economic Services Branch.

If the bill is enacted, the Governor will be invited to appoint Mr M. G. R. Sandberg, JP, Deputy Chairman of the Hongkong and Shanghai Banking Corporation to be a member of the Authority. In addition the membership may include the following officials from the Mass Transit Steering Group, who would also be appointed by the Governor:
Secretary for Economic Services
Secretary for the Environment
Director of Public Works
Solicitor General
Commissioner for Transport
Director of Mass Transit Studies
Assistant Financial Secretary (Mass
Transit Studies).

Once the top personnel of the future corporation are recruited it is expected that they would be invited to join the Provisional Authority, possibly replacing some of the official members.

Honourable Members will be asked to advise whether the Mass Transit Railway Provisional Authority Bill 1974, as annexed, should be introduced into the Legislative Council.
(The Secretary for Economic Services (Mr D. J. C. JONES) and the Solicitor General (Mr G. C. THORNTON) will attend before the Council for the discussion of this item).
