I DULY SAW OZU TODAY SAYING I WAS FOLLOWING UP A SUGGESTION
MADE BY KOBAYASHI TO YOU AND ASKED WHAT HE HAD IN MIND.
2. OZU GAVE ME A POTTED HISTORY OF THE CONTRACT AND SAID THAT SINCE IT HAD BEEN SIGNED CONDITIONS HAD CHANGED SOMEWHAT
AND IT WAS GETTING MORE DIFFICULT NOW FOR ONE COUNTRY TO PROVIDE ALL THE MACHINERY AND MATERIALS. HE THOUGHT THE JAPANESE CON- SORTIUM MIGHT NOW BE PERSUADED TO REVERT TO THE IDEA OF SOME FORM OF COLLABORATION WITH THE BRITISH CONSORTIUM, AN IDEA WHICH HAD INITIALLY HAD CONSIDERABLE ATTRACTIONS FOR THE JAPANESE. HE EMPHASISED THIS WOULD BE ON A SUB-CONTRACT BASIS AND UNDER PRESSURE GAVE HIS PERSONAL ESTIMATE THAT IT MIGHT BE 10% TO 15% OF THE TOTAL.
3. I ASKED HIM WHETHER HE WAS SPEAKING ON BEHALF OF THE JAPANESE CONSORTIUM AND HE SAID NO, IT WAS HIS OWN IDEA, UNDER PRESSURE HE ADMITTED HOWEVER THAT HE HAD RECENTLY HAD A WORD WITH MITSUBISHI AND THEY HAD SAID THAT BRINGING THE BRITISH IN AS SUB-CONTRACTORS WOULD NOT BE EASY BUT WAS NOT
IMPOSSIBLE"''.
4. ASKED WHAT HE NOW PROPOSED, HE THOUGHT EXPLORATORY TALKS BETWEEN THE BRITISH AND JAPANESE CONSORTIA SHOULD TAKE PLACE
IN TOKYO.. I ASKED WHETHER THIS COULD BE DONE IN LONDON THROUGH MITSUBISHII'S REPRESENTATIVES, TO WHICH HE RETURNED AN EMPHATIC NO. THE MITSUBISHI LONDON PEOPLE WERE QUITE UNFAMILIAR WITH THE HONG KONG CONTRACT AND WOULD NOT BE AUTHORISED TO SPEAK.
