I would certainly agree that the Governor should be told on a personal basis that we have had an approach from the Japanese, that GEC have responded in the way they have responded and that we see some political risks in a GEC involvement with the Mitsubishi consortium but believe that what GEC should now do must be left to their commercial judgment. It would seem best for the Governor and any of his staff who may need to know to keep all knowledge of what is happening to themselves unless and until they are told about it directly either by the Japanese or by GEC. I did not tell Mr Codd that we had in mind to let the Governor know what was happening. You will no doubt let Pom Aston know what is being done vide para 6 of his telegram Exced 7.
