In answer to a question from me, Mr Kline said that in describing the second thoughts of GEC-Elliott Automation he did indeed intend that from the Government side these thoughts should be passed on to the Governor of Hong Kong should he say that there were genuine difficulties over the Japanese bid and come back to Mr Walker's original promise to try to help out if for any reason the Japanese should fail. I have agreed with Mr Stuart that if there is a need for anyone to talk to the Governor in these terms it should be the Department of Trade. Within the FCO Mr Stuart will therefore advise that if need be the Governer be recommended to make contact with me.
