Clause 17: Certain offences of obstruction

are created. A person found guilty of an offence is

liable to a fine of $5,000 and to imprisonment

for one year.

Part IV

Rights to compensation and claims procedure

Clause 18: No proceedings can be brought for

an injunction in respect of anything authorized by

this Bill, nor to recover damages compensation or costs

in respect of any act or omission which is authorized

by this Bill unless such action is in pursuance of one

of the rights to compensation expressly provided for

in clause 19.

Clause 19: The only rights to compensation

provided for under the Bill are those set out in Part I

of the Schedule. The items in Part I are framed under

four headings namely

(a)

the losses for which compensation may bo

claimed;

(b) the basis on which compensation is to be

assessed;

(c) the persons who may claim compensation for

their respective losses; and

(a) the period within which the claim must be

served on the Director.
