Recommendations of the MDAC
The general Colony-wide standard in respect of hospital bed
provision by the end of 1982 be set at 5.5 beds per 1,000
population (paragraph 9 of their Report).

The following new hospital construction be undertaken by Government in the order shown:

a 1,200-bed general hospital in East Kowloon;
a 1,200-bed general hospital at Sha Tin;
a psychiatric hospital with a minimum of 1,000 beds on Hong Kong Island;
a 500 bed general hospital at Castle Peak, capable of further growth (paragraphs 18-21).
A number of beds in selected existing clinics be converted to day-beds as an experiment, and that if the experiment is successful 60 beds should be added to clinics planned after
1976 (paragraphs 28 and 29).
Proposals in the draft White Paper
The ratio of 5.5 hospital beds per 1,000 population should be regarded as a desirable standard for long term planning purposes (paragraph 7.3 of the draft White Paper).
Polyclinics and clinics will be provided in accordance with revised design standards and to keep pace with the growth of population in particular areas. The MDAC will be asked to pay particular attention in their first review to the number of consulting rooms to be provided (paragraph 8.3).
New general hospitals will be built at Sha Tin and Tuen Mun and then in East Kowloon (all of 1,200 beds); new major psychiatric facilities will be provided later in a hospital at Shau Kei Wan (500 beds). This is also the order of prioriti but the Shau Kei Wan Hospital has priority over that for East Kowloon (paragraphs 7.11 and 13.6).
Day beds will be introduced initially on an experimental basis in selected clinics. If the experiment proves successful, it will be extended (paragraph 7.12).
No firm recommendation made for the construction of new clinics after the planned quartet: Ngau Tau Kok, Lan Tin, Lei Muk Shue and Ha Kwai Chung, pending further information on the growth of population in Kowloon and the new towns in the New Territories, but a proposal that in the interim the design of Government clinics should be reappraised (paragraphs 35 and 36).
Present proposals are that clinics will be provided to revised design standards at Ngau Tau Kok, Lam Tin, To Kwa Wan, Ha Kwai Chung, Lei Muk Shue and Sha Tin. The Violet Peel Clinic, Central Dispensary and the clinics at Sham Shui Po and Sai Kung will be reprovisioned (paragraph 8.3).
