Summary of approximate order of recurrent costs for CUHK Medical School
(Note: These are estimated orders of recurrent costs at January
1974 prices and not verified requirements)
The base for the medical recurrent figures is the last set of checked unit costs obtained from HKU for the academic year ending 30 June 1973. These show an overall direct teaching cost of approximately $20,000 per student and an indirect (i.e. administrative) cost of $7,000. With a steady intake the total cost of the pre-clinical students will be approximately $21,000 each per year and of the clinical students approximately $31,500 each per year, making an average for the school of $27,000 per student per year.

If the new school took in 40 students each year for the first two years, then increased this to 100 it would take seven years to reach the steady state and the uncorrected costs would be:

Three corrections have to be made to these figures. First. of all they are basically January 1973 costs (i.e. averages for the period July 1972 to June 1973.) An allowance of 12% has been made to correct this. This may be too low because of recent rises in costs of services and supplies.

Secondly a very large part of the pre-clinical staff costs will arise before the first students are admitted and similarly a large part of the clinical staff costs will arise before the pre-clinical students move on to clinical studies. Any assessment of these requirements at this stage has to be arbitrary and it has been assumed that at these two stages 75% of the appropriate next year's costs have to be met.

It should perhaps be stressed that although the cost for Year 7 may at January 1974 prices be reasonably accurate the intermediate stages are conjectural and are unlikely to correspond with the submissions which the proposed Medical Academic Advisoty Committee will need to make to the UPGC.
