75. The issues involved in this development of medical and dental education in Hong Kong are complex and do not admit of easy solutions. Absolute costings cannot be predicted with any accuracy except by means of a protracted and expensive exercise calling for detailed planning and the preparation of line drawings and schedules of accommodation both for the preferred and the alternative solutions. Comparative costings can be usefully estimated however and it is the combination of these with long-term educational requirements which have led to these recommendations.

Concluding comments

76. These recommendations are based on the requirements for doctors and dentists predicted by the Medical Development Advisory Committee Report of July 1973. This applies also to the phasing system dealt with in paragraphs 29 to 31 i.e. phasing of the preferred method would be reasonable on the assumption that the whole requirement would eventually be needed even though only Phase I could initially be afforded. If on the other hand it is decided that the whole of the MDAC requirement is either not needed or cannot be afforded in the foreseeable future then with such a drastic change in circumstances these recommendations would have to be re-considered in the light of new guide-lines.

Finally success of the developments envisaged entails full weight being given to two particular requirements. Firstly it will be essential for P.W.D. to develop architectural and appropriate supporting staff to carry out work at the hospital and polyclinic. Secondly it will be essential to apply through the UPGC a system of checks and controls to CUHK which although not in themselves unusual or onerous may nevertheless trigger-off changes in that University.
