Note. Clinics at Government-assisted hospitals currently deal with about 10 per cent additional patients and further patients are seen by private general practi- tioners. This section of the present report covers only Government clinics, and assumes that a similar proportion of patients will continue to be seen by other clinics and G.Ps. in the future.

13. A further factor-the number of sessions per consulting room per day-determines the clinic building requirements for the forecast doctor-sessions demand. Most clinics open for two sessions per day but close on Sundays, public holidays and half-day Saturdays; at this rate 538 sessions per room per year are possible. However, there are exceptions: some of the general out-patient department clinics open two rooms for three sessions per day and on public holidays too. The extra sessions achieved increase the average for general O.P.D. clinics from 538 to 613.

14. Consulting room requirements can now be calculated by divid- ing the sessions per room per year into the doctor-sessions demand. For example, 68,425 general out-patient doctor-sessions in 1972 divided by 613 gives a figure of consulting room requirements for that year as 112. The full table is given below:

Note. Rooms for general specialties are provided in some polyclinics but also in some hospitals too. Frequently the rooms are subdivided into cubicles. Because of the difficulties these factors cause in calculating requirements, rooms for general specialties have been omitted.

15. The figures in paragraph 14 are thus to be regarded as the general standard to be set for the end of 1982 in respect of provision of clinic consulting rooms by the Government. The correct proportions of other facilities, such as waiting rooms and treatment rooms, are also needed.

PROJECTS NECESSARY TO ACHIEVE THE STANDARDS SET: HOSPITAL BEDS

16. With the likely shift of population from existing urban areas to the new towns the need for new facilities will be largely in new develop- ment areas such as Kwun Tong and the New Territories. As regards availability of sites for hospitals and clinics in new development areas, it appears that these can be made available without much difficulty provided that early applications are put in for them, since schools, housing etc. will be competing for the land also. The areas requested should be large enough to allow for expansion, so that the ratio of 5.5
