CHAPTER 1
INTRODUCTION
A WHITE Paper entitled 'Development of Medical Services in Hong Kong' was tabled in Legislative Council in February 1964. In it the medical problems of the Colony were outlined and suggestions were made to remedy deficiencies in order to produce, in the face of a rapidly increasing population, a reasonably satisfactory standard of medical facilities. The period covered was 1963-72.
2. The development of medical and health services in Hong Kong is a continuous process, and although the foregoing period has ended this does not mean that the effects of the previous planning have ended. There are at the time of writing this report fourteen items in category A of the Public Works Programme scheduled for completion between now and 1976 which will make their contribution towards expansion of the medical and health services. They range from construction of clinics and alterations to buildings to reprovisioning of the mortuary, virus laboratory and clinical pathology services and construction of the Princess Margaret Hospital complex at Lai Chi Kok.
3. The present report sets out to advise on what programmes of improvement and expansion would be appropriate over the next ten years, 1973-82. This requires, initially, a brief review of the main targets set for 1963-72 and what had been achieved by 31st December, 1972.
4. In regard to hospital beds the aim was to attain the following ratios of number of beds per 1,000 population:
