3. To give an estimate of the requirements of the public and private sectors during the period under review for doctors and nurses and the supply to be expected from existing training establishments, and to indicate any deficiencies.

4. While for the time being the Government is not prepared to contemplate a general dental service similar to the general medical services, to make recommendations on:

(a) provision of a schools dental care service; (b) a target for the number of dentists considered appropriate in the circumstances of Hong Kong to serve the public and private sectors by the end of the period under review;

(c) having regard to (b) above, and the committee's views on the extent to which overseas training may be expected to contribute, the extent to which local training facilities should be provided for dentists and dentists' assistants.

And to furnish a report by 31st July, 1973.

In accordance with our instructions we now have the honour to submit our report under the above remit.

FOREWORD

THE period covered by the 1964 White Paper on Medical and Health Services is coming to an end. The Medical Development Advisory Committee were therefore asked to advise what programmes of improve- ment and expansion would be appropriate over the next ten years in the circumstances of Hong Kong.

They have submitted this Report which is now published in order that the general public may be aware of their recommendations, and may express their views on the conclusions reached by the Committee. Government will not reach final conclusions on the recommenda- tions of the Committee until it is able to consider the reactions of the community. Government is satisfied however that development and expansion of the services provided are necessary to meet the needs of the community. It must now determine what should be the extent and speed of such expansion in the light of public comments and competing claims on scarce resources, including qualified staff, money and land.

Members of the public who wish to comment are asked to do so before the end of December 1973 to enable Government to reach early decisions to ensure the satisfactory development of medical and health services for the community in future.
