13.7 The timing of work on individual capital projects and
on the seeking of provision' for recurrent expenditure involved in
implementing these proposals will depend on the availability of
financial and other resources and on the relative priorities of
this and other programmes. A number of the projects will derive a
certain priority from the requirement for balanced development in
the new towns. Because of their complexity, hospital projects in
particular require a long lead-time before building can start;
the priority of these projects in the Public Works Programme will
have to be determined in the very near future. It is the intention
that the M.D.A.C. should be asked to review the priorities suggested
in this White Paper to enable a revised timing of the development
of medical facilities in Hong Kong to be established.

Reverting now to the implications for recurrent expenditure,
as has been stated in paragraph 13.1 if all the proposals referred
to in this White Paper were implemented, the total recurrent cost
of medical services would be increased from $460 m. in 1974-75 to
about $900 m. at current prices. This increase would be a compound
growth of 7% over ten years and is based on an assessment of the
cost in respect of individual projects. If an incremental growth
in recurrent expenditure of 2% is assumed to maintain and to
improve existing services (at current prices), existing recurrent
costs would increase from $460 m. to about $600 m. over the ten
years. The element in the $900 million for new projects is $300
million. If the projects detailed in paragraph 13.4(a)
(f)
(which are regarded as being within what is likely to be feasible
as far as capital expenditure is concerned) are completed,
