If resources cannot be made available to enable the
considerations projects listed in sub-paras. 13.4 (j) to (m) to proceed the
general implications would be as follows:

the bed population ratio in 1984 would remain
at roughly the present standard of 4.25 beds
per 1,000 persons after closing temporary and
sub-standard beds;
the benefits of the integrated hospital bed
scheme would not be realised in full;
(c) certain specilist facilities would be deferred;

(e) there would be delays in providing some ancillary
services.
The priorities then for the allocation of additional
capital resources between the projects set out in paragraph 13.4
