The practical implications of the considerations outlined

above are that unless it proves possible to allocate additional resources

for the medical proposals, some will have to be deferred for completion

after 1983-84. On the broad assumption that priority is to be

afforded to projects already in the Public Works Programme and in the new towns and assuming grants to the UPGC in the period 1978-82

for the proposed medical and dental schools and further assuming

that a minimum of $20 million will be provided by donations, priority

should be afforded to

(a)

all items in Categories A & B of the Public Works Programme; other approved capital items; projection for departmental special expenditure and related furniture and equipment

(b) hospitals and clinics at Sha Tin

and Tuen Mun not yet in the Public Works Programme
