13.3 The majority of the proposals made by the MDAC for

capital expenditure would fall after 1977-78 but before

1983-84. Some were included in the $25,000 million. This

overall amount for the ten-year period included $174 million

for medical projects already in Categories A and B of the

Public Works Programme (excluding polyclinics at Sha Tin and

Tuen Mun) and approximately $198 million in respect of

hospitals and polyclinics at Sha Tin and Tuen Mun, a total

of $372 million. This figure should be increased to $466

million to bring it on to the sa e price basis as the proposals

in this White Paper (i.e. mid-1974), and to $590 million to

allow for furniture and equipment and a projection for

departmental special expenditure. In addition, the overall

estimate of $25,000 million allowed for further development

at the universities and the Polytechnic beyond the present

quadrennium (1974-78). The total capital projection of $25,000

million could then be said to allow for the medical and dental

schools (items b(iv) and (v) in paragraph 13.1 above at a cost

of $79 million) giving a total of $669 million for medical
