The full implementation of all the proposals

described in this White Paper would make major demands for

capital expenditure, and on completion of the projects

envisaged also for recurrent expenditure. The total cost

of the proposals can be stated only very tentatively at

this stage. In terms of non-recurrent expenditure, the

costs of construction, and of furniture and equipment and

related quarters, for all medical and health development

items already in the Public Works Programme and the

additional items that would be necessary would be of the

order of $914 million at mid-1974 prices. This is made

up as follows

All items in categories A & B of the Public Works Programme; other approved capital items, projection for departmental special expenditure and related furniture and equipment
