grant system of subvention (as is now the case with the
Tung Wah Group and the United Christian Hospital). It
would however be unfortunate if the private contributions
presently received by these hospitals towards their
expenses were to be lost to the service and accordingly
it is proposed that the position of each hospital should
first be reviewed to identify in each case the most
appropriate arrangement.
Accident 6.8
Service
With the establishment of this integrated
structure it will be possible to carry forward a detailed
review of the need for improvements to the accident and
casualty services. Before the MDAC report had been
submitted, advice had been received on ways of achieving a
number of improvements to these services, including, in
the shorter term, action to improve services in hospitals.
In the longer term the advice is that these servics be
reorganised on a two-tier system of Designated Accident
Centres and Accident Centres.*** A reorganisation on
these lines could be effected regionally round the
hospitals in the proposed integrated scheme. As soon as
the establishment of the new regional structure permits,
proposals will be worked out in greater detail.

*** A Designated Accident Centre would be one equipped
and staffed to enable every necessary investigation and treatment of any case of trauma of any part of the body at any time of the day or night.
