A dental teaching clinic, the equivalent of a teaching hospital for doctors, would also be required. This clinic could be provided on the site at present occupied by the Sai Ying Pun Hospital which is to be demolished for structural reasons.
The Health Services

In view of some public comments that inadequate attention had been paid to public health Chapter 12 of the draft White Paper gives an account of the present services. As mentioned in that chapter, Hong Kong has achieved considerable success in the field of public health because of efforts made immediately after the war to set up effective health services. Whilst this effort must be sustained the emphasis must increasingly encompass "community medicine" which is concerned not only with the control of communicable diseases, particularly within the realm of environmental hygiene, but also with other aspects of medical and health services such as health education and rehabilitation for the community as a whole.

There is however a clear need to co-ordinate the whole range of preventive health services and to centralise available resources, To this end consideration is being given to the establishment of a central Health Education Unit within the Department which would be responsible for formulating health education programmes and co-ordinating the operation of health education activities.

The establishment and distribution of the health and nursing grades in the health services have been reviewed: and a report is under consideration. When this has been dealt with the MDAC will enquire more fully into the functioning of the health services.
Financial implications

The implications of the proposals are set out in Chapter 13 of the draft White Paper, and have been discussed in paragraphs 6-9 above. At this stage it is not possible to predict the implementation of the proposals with any greater accuracy than that stated in the draft White Paper. But, it will remain a constant concern of the Government to bring the proposals forward as quickly as possible.
