The purpose of this memorandum is to seek Honourable Members' approval in principle of the proposals set out in the draft White Paper (at Annex A) on the Further Development of Medical and Health Services and that the White Paper should be tabled in the Legislative Council and published.

The report was tabled in the Legislative Council on 31st October 1973 (at Annex B). The terms of reference of the MDAC and the terms of their special remit are at pages iii and iv and a summary of their recommendations is in Chapter 11 of the report at pages 49 to 53.

The MDAC Report was tabled as a Green Paper so that members of the public might express their views. A summary of the comments made is at Annex C; a list of the organisations which made them is in paragraph 12 of that Annex. These comments endorsed the broad direction of the proposals, but expressed a general view that they did not go far enough, placed too much emphasis on quantity, with little reference to quality, and were over concerned with Government services rather than the full needs of Hong Kong. The advice of the University and Polytechnic Grants Committee (UPGC) was also sought as to the best method of providing the additional doctors and dentists recommended by the MDAC. A copy of their report is at Annex D.

In the light of these reports and public comments the draft White Paper has been prepared. Replies to a number of the comments are reflected in the draft White Paper and it is intended that others should be commented upon when the White Paper is tabled. The comments and draft White Paper have been considered by the MDAC and with a number of minor amendments, now incorporated, the draft at Annex C is accepted by the Committee.
