As a importation of drugs for NG, was arrested in September on his return from an extended visit to Taiwan; he was later charged with the murder of LEUNG Fat-hei. Although there was insufficient evidence to connect NG Sik-ho himself with the murder, it was clear that a prima facie case did exist against him for conspiracy to traffic in dangerous drugs.

NG returned to the Colony on 28th October from a self- imposed exile in Taiwan, and on 9th November he was invited to attend Police Headquarters to clarify certain points arising from the murder enquiry. He did so on 12th November, accompanied by his legal representatives; following an interview NG was arrested on conspiracy charges and was detained.

Immediately following NG's arrest, a series of raids was mounted against premises known to have been connected with NG's illegal narcotics and gambling activities and against those known to be frequented by NG. In all 11 private premises, 6 commercial concerns and 24 suspected casinos were raided on 12th and 13th November; a large number of documents was scized, including many relating to the remittance of money to Bangkok, believed to be in payment for drug consignments; and a total of 78 persons were detained for enquiries. Of these 5 were charged with drug-related offences and 57 for offences under the Gambling Ordinance; the remainder were released, continued for the next four days, and a further four persons were Follow-up raids eventually arrested on narcotics charges.

In all as a result of Operation BARFORD the following arrests have been made :-

(1) NG Sik-ho : financier/syndicate head; involved in

gambling, Triad activities and disposal of stolen property; in the last few years the biggest narcotics importer in Hong Kong. Also involved in at least two murders.

(2) NG Chun-kwan financier/syndicate head, and major

importer; mele of NO sik-ho

(3) CHAN Wing-hung

freelance morphine importer.

(4) YU Yin: younger brother of YU Tak-shing (see para. 7°
