(a) Regulation 2 - authorising the Director of
Commerce and Industry to issue a licence or to refuse to do so;
(b) Regulation 3 - requiring the holder of a licence
or permit to keep records in a specified form;
(c) Regulation 4 - requiring the container of an
acetylating substance to be properly marked and such chemicals to be stored only in a place approved by the Director of Commerce and Industry under such conditions of security as he may require.
The enactment of this legislation is in conformity with a resolution passed at the 42nd General Assembly of the International Criminal Police Organisation - Interpol at Vienna in October 1973, It will strike a substantial blow at illicit heroin manufacturers in Hong Kong and will be of material assistance to the Police and Pre- ventive Service in curtailing the unlawful traffic in acetylating sub- stances, acetic anhydride in particular.

Honourable Members will be asked to advise whether:
(a) the Acetylating Substances (Control) Bill 1975
should be introduced into the Legislative Council; and
(b) the Acetylating Substances (Control) Regulations 1975
should be approved in principle, to be submitted to Honourable Members to be made after the bill has passed into law.
(The Commissioner for Narcotics (Mr N. G. ROLPH) and the Principal Crown Counsel (Urban Council) (Acting) (Mr O,F. CORCORAN) will attend before the Council for the discussion of this item).
