Explanatory Memorandum
This Bill amends the Dangerous Drugs Ordinance
so as to increase the amount of the fines to which a person
is liable on conviction for an offence under section 4,
6, 7, 35, 37 or 38.
Section 6 of the principal Ordinance which
makes it an offence to manufacture a dangerous drug is
amended by clause 3 to provide that it shall also be an
offence to do or offer to do an act preparatory to or for
the purpose of manufacturing a dangerous drug.
