As you know, Norman Rolph and I will be meeting the US Drug Enforcement Administration in Washington next week, from Monday to Wednesday, 1 3 July, in the second of our meetings to discuss drug trafficking into and out of Hong Kong. I am taking with me Mr Jordan, Chief Investigation Officer, Customs and Excise, and Commander Morrison of New Scotland Yard. The DEA have arranged accommodation and transport for us in washington and seem to be well in control of our agenda. I have requested a meeting for myself with some of the State Department officials whom I meat the UN Narcotics Commission, and I expect that we may have some informal interchange on matters of interest in the UN narcotics field. I do not know whether you think it is necessary for us to make any contact with our Embassy in Washington or whether they need to be informed of our presence there. Perhaps you would be good enough to give me advice on this matter and to notify them if you think it appropriate.
I am sending a copy of this letter for information to Nigel Wenban-Smith in your UN Department.
