(a) Habitual users of narcotics are not registered in Hong Kong. The information therefore relates only to users who come to the notice of the authorities by reason of their imprisonment, during treatment at a Government Hospital for some other malady when their use of narcotics is disclosed, or from those registering for voluntary treatment.
