That the first meeting within the terms agreed
might appropriately be held at Washington, U.S.A., during either June or July, 1974 at a time convenient to the participants.

That the Commissioner for Narcotics, Hong Kong, would be responsible for convening meetings referred to in paragraphs 1 and 2 above, for preparing the agenda for such meetings and for sending an agreed note to the participants of any conclusions reached at the meetings.
