UN FUND FOR DRUG ABUSE CONTROL
1.
We have been asked whether Hong Kong might be prepared to make a small annual contribution to the UN Fund for Drug Abuse Control (UNFDAC). You may know that the UK already contributes £50,000
a year.
2. The Fund was established in 1971 at US initiative to further international co-operation incombatting the production and consumption of narcotic drugs and their illicit traffic. Its purpose is to develop both short and long term programmes to deal with all aspects of the narcotics problem and to provide assistance in their execution. It works in close association with UN organisations and specialised agencies, and the Fund's Director reports on its activities to the UN Commission on Narcotic Drugs. Recent developments in Hong Kong, and particularly the shortage of opium, can at least partly be attributed to the success of the UNFDAC Country Programme in Thailand.
3. It has been suggested here that Hong Kong might be invited to subscribe part of the annual UK contribution perhaps something in the region of £10,000 per year. We have taken no position on this and have merely said that we shall have to consult you before any formal approach was considered. You will want to think about this, but it may be that on general grounds and in view of the relevance of the Fund's programine to Hong Kong, you would feel that the idea was worth pursuing.
