It was explained to Mr. Wade that the Social Services Branch is currently acting as coordinator in respect of H.K.'s interest in the C.F.T.C., but that other branches of the Government would also in due course become involved. It was envisaged that a case for Hong Kong joining C.F.T.C. might be stated to the Executive Council, and thereafter to the Finance Committee of Legislative Council. The officials while sympathetic to the objectives of C.F.T.C. could not anticipate a formal Government approval to participate. Channels of communication between H.K. and the C.F.T.C. were discussed and Mr. Wade confirmed that subject to keeping the F.C.O informed, he hoped that direct communication could be maintained between H.K. and the Commonwealth Secretariat on C.F.T.C. matters. /Note. this would customarily be conducted through the H.K. Government Office in London_7.

It was mentioned that Mr. Arnold Smith had referred to the setting up of three regional centres under the Commonwealth Youth Programme /see para. 8 of notes of G.H. meeting on 17th January 1974. 7 Mr. Wade confirmed that one such Centre would be located in India, and a conference on the Commonwealth Youth Programme will be held in India during May 1974. He enquired whether H.K. could be represented. While pointing out that this falls within the field of the Secretary for Home Affairs, Mr. Li added that he doubted whether HK representation could be arranged in time for a May meeting.

Mr. MacLean enquired whether Mr. Wade could confirm that the 6th Commonwealth Education Conference will be held in Jamaica in June 1974. Mr. Wade confirmed that the conference is being held though he could not recollect the exact date. He promised to have enquiries made on his return to the U.K. (in late April).
