growing contribution to the overall effort by executing street level land operations in addition to performing

its normal search role. Arrangements for continuing and effective liaison between it and the Police Force are being made.

Cannabis and Factory made Drugs

Since the mid-1960's, following a world trend, a new problem has arisen in Hong Kong. It centres round the abuse of the drug cannabis and two groups of pharma- ceutical products known as amphetamines (stimulants) and barbiturates (depressants). Compared to opium or heroin abuse it is fortunately still a minor problem here, at present almost confined to young people from Europe and the North American Continent and some of their associates.

In view of the very small numbers involved, there are

no present plans for special treatment centres for this type of addict. The facilities provided for addiction

treatment generally will be available, but action taken in the home is likely to have most effect on those now

concerned.

There is nevertheless an obvious risk that the abuse of factory made drugs may spread; particularly as the supply of opium products is reduced. Hong Kong should thus not shelter people from overseas who are convicted of trafficking in, or abuse of, any drugs. The law provides for their removal in appropriate cases provision which has been, and will continue to be, used

where necessary. In addition, more education about the dangers of drugs will be needed as a safeguard for all young people here.
