In
Some of the past decade's narcotics legislation (dealing with treatment) has already been mentioned. addition to it, a new Dangerous Drugs Ordinance, Chapter 134, was enacted in January 1969 to amend and consolidate the law relating to dangerous drugs. This was designed to help provide for the more effective control of the illegal drug trade. It drew on the accumulated experience gained since World War II. Inter alia offences were spelt out in greater detail; some new offences were created; the offences committed mainly by addicts because of the compulsion of their addiction were differentiated from those committed for gain and reward; and enhanced penalties for the more common offences were introduced. The Ordinance has proved to be generally satisfactory in practice.

A.C.A.N. was formed in June 1965, as an exempted Society under the Societies' Ordinance, with a wide membership. Its purpose was to meet the need for practical co-ordination and co-operation between the various Govern- ment and voluntary organisations engaged in the suppression of the illicit drug trade, the medical and social rehabi- litation of addicts and public education and propaganda. Government officials have always served on it, participating in its work; and during the past eight and a half years it has made a significant contribution to Hong Kong's fight against the illicit drug trade, particularly in the fields of education and publicity, and to the treatment and rehabilitation of addicts by voluntary agencies.
